Xcel Energy Inc. defended its safety culture in the wake of a critical government report on an October 2007 accident at its Cabin Creek hydro plant in Colorado that killed five contract workers and injured three others.
The utility said the Aug. 25 report from the U.S. Chemical Safety and Hazard Investigation Board, or CSB, showed that current U.S. Occupational Safety and Health Administration rules need to be revised. Xcel Energy said it has revamped the way it uses contractors since the death of five RPI Coating Inc. workers in a long tunnel, or penstock, at the plant.
