On November 22 last year Canada Post declared victory. On that day a NAFTA tribunal had ruled on a claim brought against the Canadian government by United Parcel Service (UPS).
The express operator alleges that Canada Post uses unfair advantages and cross-subsidizes its premium services that compete with UPS's offerings.
UPS has argued that Canada Post has been using revenues from its monopoly mail business to subsidize its ExpressPost and Priority Courier products.
While those products use Canada Post infrastructure, there is no methodology to properly allocate costs, or, where such methodology does exist, that it's seriously deficient, the U.S. operator claims.
