This month's B2B will focus on a pharmaceutical facility described in the 2015 ASHRAE Handbook - HVAC Application, chapter 18 on clean spaces. The scope of work is to replace an existing cooling tower that operates 24/7/365. The design engineer is directed to 2016 ASHRAE Handbook - HVAC Systems and Equipment, and more specifically, chapters 1 (HVAC System Analysis and Selection), 14 (Condenser Water Systems), and 40 (Cooling Towers). It is also recommended that the design team and the owner's team review the Cooling Technology Institute (CTI) cooling tower manual and the CTI certification.
The benefits of this critical facility infrastructure replacement of the existing closed loop cooling tower with a new tower are:
* Sustain the performance of high efficiency with the cleaner, closedloop system
* Reduced energy consumption by operating in free cooling (waterside economizer) mode of operation during the heating season
* Reduced energy consumption by operating fan at variable speed
Project delivery method shall be a single-source, design-build (D-B) approach with the D-B firm having in-house engineering and installation technicians. The pharma facility has its own in-house O&M staff. The pharma vice president of support services shall have a 3rdparty owner representative to interact with the D-B firm and to provide commissioning (Cx) and testing, adjusting, and balancing (TAB) of the installation. The owner shall also retain a 3rd-party infection control (IC) consultant to commission the D-B project beginning with pre-construction services through the entire design-build phases utilizing an IC commissioning plan and with a focus on legionnaires. This IC consultant shall complete a final report to the pharma's inhouse environmental health and human services (EH&H) manager.
The facility O&M manager will provide her own operating and maintenance staff assistance to the D-B's subcontractors and cooling tower equipment manufacturer's technician at project startup.
