To efficiently manage, acquire, and maintain weapon system programs, the Department of Defense (DoD) nust produce high-quality, timely cost stimates. Leveraging guidance in the Weapon System Acquisition Reform Act of 2009 (WSARA), the Office of the Secretary of Defense (OSD) and the Services have made significant strides to improve cost estimating capabilities and processes. These improvements ontribute greatly to achieving fully funded major investment programs throughout the Future Years Defense Program (FYDP). While one may uestion whether or not we've achieved the appropriate level of collaboration between OSD and the Services, I would ike to highlight a few benefits from recent collaborative analyses between OSD Cost Assessment and Program Evaluation CAPE) and Deputy Assistant Secretary for Cost and Economics (SAF/FMC). These efforts improved the quality, rigor, applicability, and timeliness of cost estimating products and processes.
One of the first successful collaborative efforts with SAF/FMC occurred shortly after the enactment of WSARA-in support of the 2011 KC-46A Milestone B Defense Acquisition Board (DAB) review.
