Abstract The design concept of complete streets pays attention to the rights and interests of all road users, as well as the overall design of pedestrians, bicycles, public transportation, motor vehicles and other modes of transportation and transportation space, which is conducive to improving the misunderstanding of China's urban street design aiming to serve motorized traffic. In this study, the development course, concept, objectives and design elements of complete streets were studied, and the conceptual framework of street integrity evaluation was established. Shashen Road in Shenzhen City was as a case to analyze the problems existing in traditional street design and explore the spatial design method of complete streets. It is pointed out that street design should adapt to local conditions and be optimized according to current situation. The improvement measures that can be implemented were proposed to enhance the vitality of streets.

The rapid development of the social and economic level and the emergence of cars have made cities' motorization level constantly improved. "Speed" has become the main factor of urban road traffic planning, and the service level of motor vehicles has become the dominant factor of street design1'1. The street design of western cities in the 20' century was "based on cars", and everything revolved around motorized transportation services, which not only damaged the diversity and richness of urban street life, but also led to the flat development of cities and the low quality of streets0. The function of urban streets is constantly shifting to "roads" (namely transportation function). On the contrary, the rich walking activities and street life carried by "streets" are gradually weakened. After entering the 21st century, the street design ideas of western developed countries have undetgone a very big change. They have begun to reflect on the "car-based" development modeL People have fully realized that the "carbased" model has a very negative impact on the economic vitality, space and environmental sustainable development of cities. In 2003, an American scholar proposed the concept of "complete streets".
