Abstract
This paper stated the background under which beautiful countryside construction was proposed; reviewed the new countryside construction profile of Hefei City before beautiful countryside construction was proposed ; analyzed the practices of beautiful countryside construction of Hefei City from the perspective of the land consolidation when considering the development of new - type urbanization conjunctively; then, on the basis of the analysis, it proposed a consideration that the land consolidation and beautiful countryside construction practices of Hefei City should be used for reference, that is to say, the city should focus on beautiful countryside construction planning and comprehensively promote the land consolidation. And it also indicated that there were three kinds of relations needed to be treated well and "five combinations" needed to be done well in land consolidation.

The Chinese Communist Party 16 Fifth Plenary Session planned a major historical mission of the construction of socialism new countryside, and specified that the objectives and requirements of the construction of socialism new countryside were " developed production, well-off living, civilized village culture, clean village environment, and democratic management". Over 8 years, the rural landscape and agricultural economic situation of Anhui Province have seen a significant change. To better implement the objectives of new countryside construction, the CPC Anhui Province Committee and the People's Government of Anhui Province released Decisions on Comprehensively Advancing Beautiful Countryside Construction ( hereinafter referred to as " Decisions " ) in September 2012, which indicates that Anhui Province will enter into a new phase of the construction of new countryside with Anhui characteristics. In order to advance the progress of the construction of beautiful countryside, Hefei City brought forth new ideas to the construction modes of " taking planning as the guide, the land consolidation as the platform, the beautiful countryside construction as the objective and advancing the synchronization of ' Four modernizations ' " based on the conclusion of the practices of " entire - village advancement and land consolidation" implemented in late 20th century, which manifested the distinct characteristics of provincial capital and had the practical significance and guiding role.
