Abstract The research analyzed advantages, disadvantages, opportunities and threats of tobacco production in Chenzhou and proposed a middle and long-term objective for tobacco production, as well as protection measures, providing references for transformation, innovation and spanning development.

Tobacco is an important commercial crop in China whose producing and marketing quantities account for over 30% worldwide'11. Hunan has a long history in tobacco production'21. According to Hunan Rural Statistical Yearbook, for example, the growing area of tobacco was 118 900 hm2 and yield totaled 263 400 t in 2013, of which flue-cured tobacco represented 96.64% and 96.04%, respectively. Chenzhou is the largest producing area of tobaccos in Hunan Province, famous as one of 6 tobaccogrowing areas and one of 4 highly-flavored tobacco nationwide [3). In 2013, for example, the growing area and total yield of tobaccos in Chenzhou took up to 21.98% and 24.59% of provincial levels, of which growing area and yield of flue-cured tobaccos represented 22.68% and 25.52%. because of low market risks, material subsidy and technical supports, tobacco farming dominates in agricultural structure in tobacco growing area in Chenzhou, making significant contribution to economic incomes for farmers'41.
However, in the context of abiding by Framework Convention on Tobacco Control'51, improvement of people's consciousness, and strict control on payment with public funds'61, Chenzhou tobacco production is confronted by many challenges, such as increasing inventory, approaching of turning point of demands'71, transferring of tobacco farmers, and decreasing farmlands. The research proposed middle and long -term development strategies of tobacco production in Chenzhou on basis of SWOT analysis.

Advantages
Excellent natural conditions, with extensive suitable areas for growing tobaccos Chenzhou has a humid subtropical climate. Specifically, annual mean temperature of Guiyang, Jiahe, Yongxing, Yizhang, Anren, Beihu, Suxian and Linwu reaches 18.17 °C in recent 30 ye-ars; the active accumulated temperature (>10 °C) totals 5 700.69 °C; frost-free period lasts 296.1 d; annual sunshine hour totals 1 442.13 h; sunshine hour reaches 584.49 h in crop growing season; annual precipitation is 1 436.86 mm; rainfall is 703.97 mm in crop growing season and 329.89 mm in ripening stage.
