Many years ago, when I started work at the reference desk, an older colleague gave a textbook demonstration of how a reference librarian should work. A reader came in, whose passport had not arrived, though she was due to go abroad shortly. My colleague advised writing a letter addressed by name to the head of the nearest Passport Office, whose identity she quickly ascertained from the Imperial Calendar (as it then was). This stratagem was successful: the reader obtained her passport in time. But nowadays it may be necessary to answer such questions for the less familiar and more complex departments of the European Union.
