Abstract
Conflict between many countries is often expressed in the form of war Clear distinction between war and interstate conflict is needed to be made. The military conflict is on a smaller scale, its aims are more limited, and the reasons are controversial issues; the reasons for the war are deep economical and ideological gaps between countries, and the scale of the war is much greater. Objective reasons inflict differences in legal, political and social aspects in between the "areas " of the internal and the international conflicts. For example, domestic rules are obligatory and are kept by all, and for those who refuse, there is a penalty, but at international level is not quite the same. International conflicts' framework of criteria is defined by the international law, which itself is based on competitive legal systems that are not always relevant and are not obligatory in general.

1. Introduction
If an international conflict exists, that is associated with dangerous consequences. If the conflict is personal, it concerns only one person, but if it is an international conflict, it may implicate the whole world. The international problem is a global problem that must be solved rationally, without involving personal interests and desires.
There are many definitions of the word "conflict" as this word contains many different features and typical properties. Quite naturally the conflict arises in between social relationships. The lack of conflict - this is an illusion, an utopia. And it is not right for people to collide in order to express their reaction as a factor of social activity.
Every person sees the "conflict" in their own way. Psychologists believe that this is a natural precondition for human interaction, which is based on contradictions, different opinions, views or values. Sociologists who are used to separate the social relationships, are likely to define conflict as intensification of contradictions, collisions and confrontations, which are caused by the incomp atibility of the interests and positions of the individuals, the social groups, sections, classes, nations and countries.
Lawyers interpret conflicts as a contradiction between individuals and counteraction between sides, that pursue different or opposite goals. Managers define conflict as a universal way of interaction between complex systems in order to overcome...
