Well, you can relax on Roosevelt Island, even though it's surrounded by New York City. Just focus on the rushing waters of the East River, which the island splits into channels, one licking the banks of Queens, the other defining Manhattan's East Side from 46th to 86th streets. If watching fishing craft, Coast Guard cutters and the Circle Line ferry doesn't put you at ease, parks and river walks may do the trick.
