Abstract
A coexistência de armas nucleares e paz há mais de 75 anos colhe argumentos explicativos junto do realismo e do institucionalismo liberal. Do primeiro, releva-se a importância da estrutura do SI, da dissuasão nuclear entre as duas superpotências nucleares e da política interna na formação dos interesses dos EUA e da Rússia. Do segundo, evidenciam-se a construção dos regimes de segurança e a cooperação entre os grandes poderes, onde se incluem os acordos de Nuclear Arms Control, para a manutenção da Long Peacena Europa.
Esta investigação recolhe e analisa as preferências discursivas da elite de política externa norte-americana na formação dos interesses nacionais, durante a Administração Obama, enquadradas no Neo-realismo e no Institucionalismo liberal, que acompanham por um lado, as condições de confiança mútua e cooperação entre os EUA e a Federação russa para a negociação e implementação do tratado New START (eixo principal), e por outro lado, as especificidades dos processos negociais coetâneos com o Irão e com a Coreia do Norte (eixos secundários), com resultados complexos e diferentes.
O resetdo relacionamento EUA-Rússia entre 2009 e 2012 foi condição essencial para o presidente Obama cumprir o compromisso de redução do papel e do quantitativo de armas nucleares na estratégia nuclear dos EUA, e de caminhar para o desarmamento global, em cumprimento do NPT, anunciado na Visão de Praga (abril de 2009) e concretizado com o tratado New START com a Rússia, e com o acordo JCPOA com o Irão.
Partindo de uma amostra efetiva de 53 atos discursivos da elite política norte-americana entre 2009 e 2017, concluímos que as preferências no relacionamento com a Rússia foram predominantemente institucionalistas liberais, facilitadoras da negociação e da implementação do tratado New START, cujo cumprimento, suportado em interesses comuns bilaterais, não foi influenciado pela deterioração das relações EUA-Rússia posterior a março de 2014. A falha no cumprimento dos objetivos negociais com a Coreia do Norte foi acompanhada de preferências discursivas em larga maioria neo-realistas. Por contraste, o sucesso negocial EUA-Irão materializado no JCPOA, num contexto multilateral e de interesses complexos, foi acompanhado de preferências maioritariamente institucionalistas liberais, beneficiando dos interesses comuns das superpotências nucleares.
