Abstract
This Work Project analyses the Youth Guarantee implementation by MAXIMUS, a private provider, in Italy. Drawn on data from MAXIMUS participants in Lombardy and Emilia-Romagna to examine the characteristics of job seekers and how it affects their transition to employment and the role of the design of Public-Private Partnerships on the implementation of such programs. Results highlight open-end contracts as the most prominent type of placement, having referral be a significant variable to achieve a sustainable outcome and also the importance of monitoring and evaluation systems in the accreditation process to improve the quality of the services delivered by providers
