Proponents of building a rail link between John F. Kennedy International Airport and Jamaica Station have an argument they think is unbeatable: This Port Authority project has a real chance of getting done. It would cost about $1 billion - financed with the airport passenger fee - and would funnel riders to the Long Island Rail Road and the E, J and Z subway lines a few miles away. After 30 years of hot air and dust-gathering blueprints for airport-access ideas that went nowhere, feasibility is an attractive selling point.
