Declínio do Centro histórico de Moçâmedes (Angola): Recomendações Para estratégia de regeneração Urbana

Abstract

Os centros urbanos das cidades angolanas têm suscitado maior atenção nos últimos anos devido à evidência do esvaziamento e degradação, no entanto, a centralização de políticas no setor do planeamento urbano tem dificultado a realização e implementação de políticas locais. Aliado a isso, faltam iniciativas criativas que possam dar respostas face ao declínio vivido nessas zonas centrais. É nessa perspetiva que se realiza esta reflexão, com o objetivo de deixar algumas recomendações para a estratégia de regeneração urbana do centro histórico de Moçâmedes (Namibe).

É apresentada uma breve análise teórica a partir das literaturas sobre declínio em áreas centrais, bem como sobre a regeneração destas mesmas áreas da cidade. Faz-se também, uma leitura comparada de casos semelhantes de políticas de regeneração urbana em vários contextos, e por último, realizaram-se entrevistas e inquéritos aos decisores locais e ao cidadão comum no contexto em estudo. Com a sua realização, foi possível perceber que as pessoas perderam o encanto pelo centro histórico de Moçâmedes, em virtude do declínio que vem se assistindo nos últimos anos, e que a sua regeneração urbana será fundamental para o seu levantar, bem como para o rebuscar da história e da cultura de uma cidade.

Ainda que com algumas limitações, deixam-se as bases para o surgimento de outras pesquisas ligadas ao mesmo assunto. Também foram deixadas algumas contribuições para a Administração Municipal de Moçâmedes e para o Governo Provincial do Namibe contraporem ao declínio vivido na zona central da cidade, através de políticas de regeneração urbana integradas.

The urban centers of Angolan cities have drawn greater attention in recent years; the centralization of policies in the urban sector coupled with the lack of creative initiatives that can respond to the decline experienced in these central areas have made it difficult to carry out and implement local policies. It is in this perspective that this reflection is conducted, as we look at the specific case of Moçâmedes (Namibe), we aim to analyze the importance of urban regeneration as a way of learning from the history and culture of a city with a declining urban center. Through a bibliographic study on the decline, as well as on the regeneration of the central zone, a theoretical analysis was done. This analysis was associated with comparative case studies of urban regeneration policies in various contexts. At last, local decision-makers and citizens engaged in our survey. This inquiry brought to light the fact that the people of Moçâmedes have lost the enchantment for their historic center due to the decline they have been witnessing in the last years. Urban regeneration will be fundamental for its rise, as well as for the rediscovery of its history and culture. Still, with some limitations, we set the bases for the emergence of other researches related to the same subject. Additionally, some contributions were also made to the Municipal Administration of Moçâmedes and the Provincial Government of Namibe, encouraging the use of policies of integrative urban regeneration to counteract the decline experienced in the central area of the city.
