A LONG-GESTATING $1.6-BILLION PLAN for a light rail line between New York City's John F. Kennedy International Airport and Manhattan has finally won approval from the Federal Aviation Administration. But the exact portion of the project eligible for funding through passenger facility charges is still being debate by the agency, the Port Authority of New York and New Jersey, and Congress.
The port authority wants to award a contract to begin construction on 8.4 miles linking Kennedy to two major subway stations in the borough of Queens before year's end. But up to $200 million in operational and maintenance costs cannot be funded by the $3-per-passenger fees, so the exact value of the contract to be awarded to one of two...
