The eight-story Walker Scott Building, once a busy department store, has stood empty for most of the past 10 years.
The 80,000-square-foot structure at the corner of fifth Avenue and Broadway is covered with graffiti and mired in Chapter 7 bankruptcy,
"This is the ugliest site downtown," said San Diego Councilman George Stevens.
