ABSTRACT
Emergent economies are characterized by ruptures in the economic and political system. The weakness of institutional structures is often considered a major cause of the poor condition of the national and regional policies. It was attributed in the past to a lack of public management performance. In agriculture, non-profit management is nowadays at the core of the co-operatives' integration in the context of civil and commercial societies. This paper comprises the full description of events that have sparked controversy and impeded proper functioning of institutions created for the development of agriculture, namely Agricultural Chambers. The objective of this research is to identify an aim of understanding the main risk factors in the optimal design and institutional functioning of the Romanian Chamber of Agriculture.

INTRODUCTION
Agricultural Chambers are legal associative entities, founded on a public-private partnership formula. In Romania, the county agricultural chambers were established in 2010 by reorganizing the former county agricultural advisory offices. They kept the main responsibilities of advice, including writing, implementation and monitoring of European projects and trening (Law no. 283, 2010 regarding the chambers for agriculture, food industry, fisheries and rural development). In many counties these institutions operate only on paper, consuming resources, without in any way proving their usefulness.
Until the creation of Agricultural Chambers, there was a precedent in the management of economic policies through institutions as a "chamber". They were focused on activities in industry and trade, in any cases those in agriculture. Regarding the importance of establishing such entities, it is important to recall the observations recorded in Great Agricultural Encyclopedia from 1937, which says that "organizing farmers through the Agricultural Rooms was a happy inspiration, absolutely necessary"( UAE, 1937).
After the unification of Transylvania with Romania, there were agricultural inspectorate changes in agricultural adviser, first regional and then county. County chambers of agriculture were set by law for chambers of agriculture of 14 April 1925. These laws were established such agricultural institutions in all 72 counties of Romania at the time, which were owned by a Union of Chambers of Agriculture with the headquarters in Bucharest.
