This is the latest book about how the Japanese attack on Pearl Harbor, 7 December 1941, surprised most American government officials in Washington and the Navy and Army commanders at the scene. Not only was the author present at the attack, but he was serving as the intelligence officer for Adm Husband E. Kimmel, Commander-in-chief, U.S. Pacific Fleet. In Layton's view, the cause of the Pearl Harbor catastrophe was the lack of intelligence information that would have provided Adm Kimmel timely warning of the possibility of an attack at Pearl Harbor.
