Abstract

Trends for public institutions is to face a world in which production systems are constantly changing, management of human talent, offers added value in a rigorous framework currently, it is necessary to bring about change through example, trust committing to abandon rigid and complex schemes in public institutions; in Ecuador the lead agency in Human Resource Management is the Ministry of Labour Relations. The aim is to establish the reasons that prevent or limit their ability to achieve high performance in public servants, direct beneficiary of improving their working conditions, be the public servant, and a satisfying work improves the lives of people, developing their ambitions and also becomes a target for all countries. A challenge for Ecuador is to improve the current public sector employment; incorporating a basic concept, good service that will give you only what good public servants committed to customer focused change.
