Hennepin County took a significant step Tuesday toward releasing $100,000 for family planning for poor women, money it had earmarked after sharp debate last fall.
The County Board voted 4-3 to seek outside proposals from those who offer family planning services.
No strings were attached to the plan, despite previous debate over whether the so-called gag rule imposed by the federal government should be applied to county-financed contraceptive services.
The proposal approved yesterday leaves open the possibility that the county could fund birth-control methods ranging from skin implants to natural family planning. That will be determined by which groups apply and which are recommended to the board by the county staff. That...
